March 12th was the final date for filing new bills with very few exceptions. The deadline ended in a flurry of 964 bills introduced on just the final day, bringing the total number filed this session to 6,699
In a normal session about 75 percent of all filed bills will die before completing the arduous path to becoming law.

In Vol. 3 we listed the members appointed to the House Pension, Investments, and Financial Services (PIFS) Committee and Senate Business and Commerce (B&C) who will likely hear any mortgage related bills.

This evening Governor Abbott will deliver his State of the State Address. In this speech he can name emergency items making those issues the sole areas the legislature is allow to pass bills on within the first 60 days of the session. Governor Abbott’s recent comments might hint at funding protections for law enforcement and liability protections for businesses concerning COVID-19 as emergency items on his agenda.
In a typical Texas Legislative Session over 6,000 proposed bills are filed before the deadline. This session’s filing deadline is March 12th. Early filing this session has been heavier than in years past with 1,355 prefilled bills as of January 8th.
The following bills have not been assigned a Committee Hearing date. If they are they will be brought forward the Bills on the Move report.
